Repositioning Nigeria’s Aviation Sector: Minister Festus Keyamo Emphasizes Legislative, collaborative Role

In a recent webinar titled “Repositioning the Aviation Sector for Revenue Generation and Growth: The Role of Legislation,” the Honourable Minister of Aviation and Aerospace Development, Mr. Festus Keyamo, SAN, CON, FCIArb(UK), delivered a compelling goodwill message. The event brought together industry leaders, experts, and stakeholders, all dedicated to shaping the future of aviation in Nigeria and across Africa.
Minister Keyamo commenced his address by expressing his delight in being invited to this significant webinar. He emphasized the importance of the gathering, which united individuals with a shared vision for the aviation industry’s advancement. He highlighted the sector’s crucial role as a lifeline that connects nations and plays a pivotal role in economic growth.
Acknowledging the event’s organizers, Messrs Olisa Agbakoba Legal (OAL), he commended OAL for creating a platform that examines contemporary national issues and gathers essential policy insights for the nation’s development.
The minister noted that aviation in Nigeria is not only an industry, it serves as a vital artery linking nations, facilitating trade, tourism, and international relations. Recognizing its significance, Minister Keyamo stressed the need for robust legislation to underpin its growth and sustainability.
The Honorable Minister underscored the pivotal role of legislation in repositioning the aviation sector for revenue generation and growth. He elaborated on how well-crafted legislation could set the framework for a thriving industry, attract investment, and ensure safety standards and compliance. He emphasized that the legislative process must be collaborative, involving key stakeholders and experts to create a comprehensive legal framework.
Safety, Keyamo emphasized, should always remain a top priority in aviation. Legislative efforts should focus on strengthening safety protocols and ensuring compliance with international standards. This approach boosts passenger confidence and enhances Nigeria’s reputation in the global aviation community.
One of the primary objectives of repositioning the aviation sector is to attract investment. Minister Keyamo highlighted the need for legislation that encourages both local and foreign investors to participate in the sector. By providing incentives, reducing bureaucratic hurdles, and ensuring a transparent regulatory environment, Nigeria can become an attractive destination for aviation investment.
He noted that the ministry has developed an Aviation Road Master Plan which clearly defines what we need to do to achieve our objectives. It is also instructive to state that upon assumption of office, I have reviewed the progress made so far vis-a vis the existing gaps. Accordingly, we are already looking at focus areas which are encapsulated in a five-point agenda namely:

  • Strict Compliance with national laws and regulations; and international obligations.
  • Improvement and Development of Infrastructure for Passenger Convenience.
  • Support for the growth and sustenance of Local Airline Businesses.
  • Human Capacity Development and;
  • Optimization of Revenue Generation,

“As the Minister of Aviation and Aerospace Development, I am deeply committed to these agenda. In these challenging times, characterized by evolving market dynamics and global uncertainties, the need to reposition our aviation sector for sustainable growth has never been more pressing. It requires vision, resilience, finances, and collaboration.” He said.
